Part II Design Stage Management
By means of the design stage project management, it can be sure that the design documents are interfacing effectively and continuously. It has to indicate the real intent of the Client. It has to meet the Laws, local rules and code of practices as well. The design has to meet the main objectives of the whole development. We shall work among the overseas and the local designing parties and make sure that they are working efficiently and effectively. We shall also make sure that appropriate approvals from the respective departments are attained at the right time.
This designing phase is divided into 4 stages: the concept stage, schematic stage, preliminary stage and the working drawing stage.
1. The Concept Design Stage
I. The Objectives
By checking and commenting on the concept plans as prepared by SOM, we are to assist the Client to select the most suitable plan for the financial center in question, I.e. landmark, strong visual identification, aesthetic and attaining the international standard for local and overseas corporations and regional headquarters.
Ii. The works
To monitor and coordinate the progress of SOM’s designing work
To study the 5 conceptual designs as submitted by SOM in regard to the building structure, outlines, forms, its M&E scheme, its external environment, its preliminary cost estimate, its buildability and formal report is to submit to the Client.
To compare and contrast with the entire nearby built up environment and after all, formal report is to submit to the Client.
2. The Schematic Stage
I. The objectives
To make sure that SOM can meet the target date of the schematic design based on the conceptual design as selected and to comply with the contractual requirements. To make sure that the quality standard can be accepted by concerned parties.
Ii. The works
To chase the progress of the designing works
To go through technical check and audit such as to meet the contract requirement and the designing criteria, report will be submitted to the Client
To prepare a cost estimate for the schematic design as handled by SOM and report to the Client for reference
To prepare working and monitoring flow charts and management system for preliminary and working drawing stage
To start preparing to contact statutory departments and their contact persons to have the preliminary opinion and possible feedbacks in advance
3. The Preliminary Design Stage
I. The objectives
With the monitoring and coordination of this stage, the overseas and local designing institutes can start to work together. It is to make sure that the consistency of the preliminary design and the schematic design and their continuity and effectiveness can be maintained. The design has to comply with the contract specification and to meet the statutory departments’ requirements for approval.
Ii. The works
To compile the management structure and details for reporting to the Client
To check SOM’s and the local design institute’s project-in-charge and their qualifications and resource programming
To monitor the progress of SOM’s designing works and commenting on the design, revising and submitting for the Client’s approval
To follow up the progress and input constructive ideas and advice
To follow up the design professionals’ commitment
To monitor if the design documents can comply with the requirements as stipulated in the contract and to offer positive comments
To request correction if discrepancies are found and to follow up by closely checking
To organize and to coordinate the integration of the overseas and local institutes’ design and their relationship with the statutory departments like the planning, fire, mass security and transportation etc.
To assist the Client in coordinating the utilities like the water supply, electricity, gas and heating and others
To check the preliminary design documents and inspection for acceptance
To recommend and approve the payment of the design fees
To monitor and check the cost estimates within the budget
To carry out the exercise of value engineering and prepare report to the Client
To organize the preliminary designing stage team meeting
To organize and conclude the preliminary design stage
To assist the submission of the design documents for approval by government
To compile the working drawings stage management plan
4. The Working Drawing Stage
I. The objectives
Throughout the process of monitoring the working design drawings, the planned scheduled target including the timing, quantities, quality, and specified requirements can be met. The contractual requirements are satisfied and most importantly, the detail estimates can be monitored within budget.
