Beijing Shuangyuan Engineering Consultation & Supervision Co. Ltd. Would hereby like to express the sincere thanks to your kind invitation to submit a proposal on the pre-construction stage project management services to the prestige project – B7 Project.
We are grateful to consolidate all our professional experience including our best human and technical resources to serve this project. According to our previous experience and ability, we have the confidence in providing the best services to the Client’s satisfaction.
Introduction
The project B7 is located at the center of the Beijing Finance District, adjacent to West Ring Road 2. Being a landmark building around the area, B7 shall be developed into a gross floor area of 210,000m2, composing of offices, conference and commercial complex center. B7 comprises advanced and automatic systems in regard to building management, communication, fire alarm, security and office operation automation (5A); the overall performance and its environment shall meet the international standard offices for financial center. B7 shall serve its users from local and overseas, well-known financial corporations and their regional headquarters. The objective of the development shall be end-users’ orientated and in search of the excellence.
We refer to the Client’s specification and would like to offer our professional project management services to this challenging project from the concept design stage, schematic stage, preliminary stage and the construction working drawing stage; coupled with the tendering and pre-construction statutory procedures. We shall coordinate the various parties concerned and provide a balancing function throughout the whole project management services.
In the process of the whole project development, from the design to the construction and the commissioning of the project, we shall make sure of the continuity and the effectiveness of each and individual stages. The core of the project management concept is the balancing and coordinating of each functional sector. It is to make sure that the static and dynamic platforms are well integrated and balanced such as to meet the target of time, cost and functional conditions of the Client’s main objectives.
In this project, Beijing Shangyuan Engineering Consultation & Supervision Co. Ltd. (refer to Appendix) shall work together with (Hong Kong) ValueMark Management Consultants Ltd. (refer to Appendix) as the project management partner. With the combination of the local construction engineering management experience of Shangyuan and the international management rationale and experience of ValueMark, the project management partner shall even show a synergy of the advantages of each party to serve the Client. Besides the traditional project management objectives, I.e. quality, time and cost, we shall consider also the up-dated project management concerns, I.e. environmental protection and safety. We shall inject the management and technical skills like the value engineering, bills of quantities, design buildability, MBO and 5W1H etc. to make sure that there is an added-value service to the Client. We shall build up a teamwork culture among the various parties like the Client, the design consultants and the prospective contractors etc. We shall endeavor to extend such culture to the property management stage as well. With these concepts in mind, we are sure that we can up-grade our professional services in the pre-construction and designing stage to the Client and assure the Client of our international standard services, which may be a benchmark to the project management field.
The pre-construction stage works, designing and tendering process under our scope of services are briefed as follows:
Part I Pre-construction Stage Management
1. The objectives
To assist the Client in regard to the statutory procedures; to coordinate with various parties in concern in order to make sure that the official commencement of the construction of the project shall be well before end of 2002.
2. The works
During this stage, the following statutory departments shall be involved:
I. Planning Authority
ii. Building Bureau
iii. Lands Department
iv. Construction Bureau including the Tendering Bureau
v. Other statutory and utility departments: Fire, Mass security, Transportation, Plantation, Water, Electricity, Gas and Heating etc.
Vi. Design Institutes (SOM and local design institute)
All the above departments or authorities are integrated and working together. Their relationship is shown in Appendix by Microsoft Project 2000.
We accord to the requirements as understood, and would aim at the following works:
I. To prepare a master program for the pre-construction stage for the Client’s reference and approval, and to make sure that all activities are linking in the logical and effective sequences;
ii. To prepare an investment plan and its cash flow projection for the Client’s approval and budgeting purpose;
iii. To coordinate with the statutory departments IN ADVANCE to save time and smooth the application procedure;
iv. To provide pre-construction quasi-legal services and to assist the Client in negotiation and agreement of commercial contracts etc.
